OSCE Centre organizes study tour for Uzbek prison staff

TASHKENT, 9 March 2004 - The OSCE Centre in Tashkent has organized a trip for Uzbek prison staff to Kazakhstan this week to enable them to learn more about prison training facilities.

The idea of the trip, which came from the Central Prison Administration of Uzbekistan, is to take another step in the direction of establishing a prison training centre in Uzbekistan and to contribute to comprehensive penitentiary reform in the country.

It followed a successful visit to the Polish training centre in Kalish by prison trainers, the Ombudsman and representatives of civil society from Uzbekistan in October of last year.

Professional training of prison staff is essential for ensuring respect for international as well as national standards. Especially at a time of transition, it is crucial that all staff members understand the change in approach and have access to information about new rules and new regulations.

The study tour will be concluded with a roundtable on the role of academies in the process of training of prison staff.

The group visiting Kazakhstan from 8 to 14 March consists of representatives of the Central Prison Administration, the Interior Ministry and the Ministry of Justice.
